About the Ministry

Welcome to the Ministry of Municipal Affairs and Agriculture (MMAA) is considered one of the
largest service ministries in the State of Qatar. It is the most contacted ministry by the
public regarding various issues since the Ministry is in charge of various projects,
businesses and services covering various sectors to include planning, construction,
municipals, agriculture, engineering, etc…
To maintain the best and most efficient services, MMAA has been the leader in adopting
and implementing state-of-the-art Information Technology tools being hardware, software,
methodologies and techniques. This was achieved through various Information Systems units
dedicated to all aspects starting from Research and Development to Training and
Implementation.
MMAA mission and functions can be summarized as follows:
Ensuring building development; organizing cities and villages; land surveys,
partitioning and classification; setting up the rules for building planning and its
requirements, monitoring abidance by the set rules.
Planning various programs for agricultural development and following up its
implementation.
Conducting studies and researches related to the development of agriculture, fish
and animal national wealth.
Setting rules for granting building permits. Also commercial permits covering
trading, industrial and general business sectors.
Real estate acquisition for the purpose of public benefits as
per the prevailing laws.
Suggesting plans related to civil and building construction
projects and managing those projects.
Constructing and maintaining roads, public utilities and
facilities; operating and maintaining sewerage plants and network.
Managing the government's real estate as per the prevailing
laws.
Cities and villages beautification and setting up gardens and
parks.
Participating with government authorities in environmental
protection and pollution fighting issues.
Supplying and maintaining the necessary equipments and
machinery for various ministries and government institutions.
Supervising the municipal council and the municipalities as
per the prevailing laws.
Drafting legislations, laws and regulations related to the
ministry.
